for the position, and who I understand would be willing to
undertake the work. I think that the membership should be kept small and I would endeavour to secure the services of three unofficial business men, of whom one would be Chinese,
with experience and sound judgment.
18.
The terms of reference to the Commission
should, I suggest, be as follows:-
(1) To consider and advise upon the adequacy of the
salary scales of officers employed by the Government
of Hong Kong.
(2) To make recommendations concerning the currency basis
on which the salaries of officers recruited from home
should be quoted and paid when in the Colony and on
leave.
(3) To make recommendations regarding the principles on
which acting pay, charge allowances and overtime allowances should be granted.

This despatch was considered in draft and approved in Executive Council on the 26th April at a meeting at which by my invitation the unofficial members of Legislative Council - namely, Mr. A. C. Hynes (Chief Manager of the Hong Kong and Shanghai Banking Corporation), Mr. J. Owen Hughes (representative of the Hong Kong General Chamber of Commerce) and Mr. R. H. Kotewall (Junior Chinese Member) were present. The proposals now made are, therefore, certain to have the unanimous support of the Legislative Council.
